The Missouri Public Service Commission has approved an agreement granting a certificate of convenience and necessity (CCN) to Ameren Transmission Company of Illinois (ATXI) to acquire certain electrical facilities near Rolla, Missouri and to own, operate, maintain and control those facilities as well as adjacent facilities ATXI plans to construct.
As part of the proposed project, ATXI plans to acquire certain electrical facilities owned by the City of Rolla, acting by and through its Board of Public Works (RMU).
Since RMU is not under the Commission’s jurisdiction, the Commission stated ATXI’s acquisition of those assets does not require Commission approval. The Commission granted a CCN determining: 1) There was a need for the service; 2) ATXI is qualified to provide the proposed service; 3) ATXI has the financial ability to provide the service; 4) ATXI’s proposal is economically feasible; and 5) The service promotes the public interest.
“The Commission finds that the Project satisfies the five criteria. It is needed to improve reliability by allowing ATXI to switch lines for maintenance and other forced outages, thus reducing the impact of forced outages on transmission and distribution facilities and customers receiving service,” said the Commission. “As such, the Project will promote the public interest.”
