In a stunning upset in the local elections Tuesday evening, and winning by an unofficial margin of 328 votes, Sheriff-elect and Democrat Rick Lisenbe beat a 20-year-incumbent sheriff to win the seat at the Phelps County Sheriff's Department for the next four years.
“I want to personally thank the people of Phelps County for their support,” Lisenbe said shortly after hearing he had won.
“I promise to make myself available to the people of Phelps County and work hard for them.”
Incumbent and 20-year Sheriff Don Blankenship, hearing of Lisenbe's election when the final summary was reported at 9:10 p.m., said, “The voters have spoken and apparently, they felt it was time for a change.
“I want to thank my supporters,” Blankenship said.  “I have a lot of loyal supporters who really worked hard for us the last 20 years.
“Also, I want to congratulate my opponent.  He ran a good race and didn’t try to turn it negative,” Blankenship said.
When asked what plans he had for the future, Blankenship said he might teach or partially retire.
Lisenbe's campaign platform called for a professional law-enforcement agency, accessible and accountable to the public.
Born and raised in Phelps County, Lisenbe noted that he had “dedicated my whole career to law enforcement.
“The people of this county have been very good to me and my family, and I want to put my training and experience to work helping them.”
Lisenbe highlighted his 33 years as a professional law-enforcement officer, working with crime victims, witnesses, lawyers, judges and members of the public.
A member of Lions Club, he said he enjoyed working on the park and other projects.
Lisenbe, 55, is a Rolla resident and has been married to Donna (nee Bell) for 32 years.
They have two children and two grandchildren.
He retired from the Missouri State Highway Patrol in 2005 with the rank of sergeant. He is a 1971 graduate of Rolla High School.
He was trained by and worked for the Federal Bureau of Investigation as a fingerprint analyst.
He is a 1981 graduate of the Missouri State Highway Patrol Academy.
Lisenbe also completed many specialty law enforcement and continuing education courses throughout his 33 years in law enforcement.
