  • Council sets public hearings on taxing district, taxing abatement

  • The Rolla City Council voted Monday night to conduct a public hearing at its Aug. 18 meeting to take comments from the public about a redevelopment plan for the Forum Plaza shopping center.

  • The Rolla City Council voted Monday night to conduct a public hearing at its Aug. 18 meeting to take comments from the public about a redevelopment plan for the Forum Plaza shopping center.
    It’s a continuation of the process that began May 5 when the city and the developer entered into a preliminary funding agreement to use a combination of public and private financing to revamp the aging shopping center.
    “The public/private partnership is essential for it to move forward,” Joel Riggs, of Super Market Developers, told the council Monday night. Riggs distributed all the documentation for the two-part approach to the financing.
    The public financing “tools” to be used are the formation of a 353 Redevelopment Corporation and a Community improvement District.
    Under Chapter 353 of the Missouri state statutes, a blight analysis and tax impact statement are required as part of the redevelopment plan, City Administrator John Butz told the council. Those are the documents distributed to the council for study.
    The council approved a motion with the following wording: “that the city council hold a public hearing at 6:30 p.m. on Aug. 18, 2014, at City Hall to receive comments related to the Forum Plaza Shopping Center 353 Development Plan and to authorize city staff to distribute the tax impact statement in the development plan and notice of the public hearing to affected taxing districts, as required by law.”
    The county government and the public school district are those affected taxing districts.
    In addition, the council approved the following motion related to the formation of a community improvement district: “that the city council hold a public hearing at 6:30 p.m. on Aug. 18, 2014, at City Hall to receive comments related to the petition to establish the  Forum Plaza Community Improvement District and to authorize city staff to provide notices of such public hearing as required by law.”
    The council also appointed Butz and Mayor Louis Magdits to the Forum Plaza Community Improvement District Board.
