  • A man living near two day care centers who failed to register as a sex offender twice has been arrested by Phelps County sheriff’s deputies.
    Lawrence A. Storey, 44, of Rolla, was located Thursday and arrested  on the charges of failure to register as a sex offender, his second such offense, and being a sex offender residing within 1,000 feet of a school or day care.
    Thursday, sheriff’s deputies with the department’s offender registration section initiated a short-term investigation after discovering that a known sex offender was not complying with registration laws.
    During the course of the investigation, it was found the offender had moved from his previously reported residence and failed to report his change of address within the time allocated by state statute.
    It was also discovered the offender had a previous conviction for failure to register as a sex offender in July 2010 in Crawford County.
    Storey had been required to register as a sex offender as the result of a 1998 conviction in Crawford County for first-degree sodomy of an 11-year old girl.
    According to the sheriff’s office, Storey moved from Crawford County to Phelps County and the home he resided in Rolla was within 1,000 feet of two day care centers.
    Storey was placed in the Phelps County Jail pending, and his bail was set at $50,000.
