  • A resolution authorizing Mayor Lou Magdits to sign an agreement with the Rolla Junior Club to raise money for the Larry May Playground in Ber Juan Park was approved June 16 by the Rolla City Council.
    Parks and Recreation Director Scott Caron had presented the agreement to the council for approval at the June 2 meeting, but Caron had sought only a motion of approval.
    City Counselor Lance Thurman offered the legal opinion that the memo of understanding was akin to a contract and so would require a formal resolution.
    Consequently, the memo with the Junior Club was set aside for two weeks.
    The resolution authorizes the memo that recognizes the Junior Club’s desire to raise $50,000 to be used on repairing/replacing playground equipment that has exceeded its life expectancy and is not handicapped-accessible.
    Through its annual Holiday Bazaar, as well as a Party for the Park and other events, the Rolla Junior Club has already provided $15,000 to the city.
    Caron said the money is in a separate account and will be used only for the Larry May Playground.
    The 2014 Holiday Bazaar, the club’s 30th annual event, will be held Saturday, Nov. 8.
    The memo of understanding will continue for five years, and the Junior Club will make an annual financial report to the city.
    Within a year of the mayor’s signature, the city will erect a sign recognizing the Junior Club’s support at the playground.
