  • People interested in having a say on their local city council, school board or other governing board can begin filing this Tuesday, Dec. 17, for seats that will be up grabs in the April 8, 2014, municipal elections.
    In the City of Rolla, filing begins at 8 a.m. Offices available include a four-year term for mayor, a two-year term for municipal judge, a two-year term for city prosecuting attorney and six two-year terms for council member, one in each of the wards. Also open are two one-year unexpired terms in Wards One and Six.
    City residents who wish to declare their candidacy for any of the positions have from this Tuesday to 5 p.m. Tuesday, Jan. 21. There is no filing fee. All filing is done in the clerk's office at Rolla City Hall, 901 N. Elm St.
    Here's a summary of the qualifications:
    Mayor: Must be at least 30 years old, U.S. citizen, resident of the city for two years and at the time of election.
    Council member: Minimum age of 21 years before taking office, U.S. citizen, resident of Rolla for one year and a resident of the ward for six months before the election.
    City attorney: Must be licensed to practice law in Missouri and a resident of the city.
    Municipal judge: Must be 21-68 years of age, a licensed attorney in Missouri, a Rolla resident.
    In the City of St. James, offices open are four two-year terms for council member, one in each of the wards. Filing is open from 8 a.m. this to Tuesday to 4:30 p.m. Jan. 21 at the city clerk's office in the St. James City Hall, 100 S. Jefferson St.
    Qualifications to serve on the St. James City Council include being at least 21 years old, a citizen of the U.S., a resident of St. James for at least one year preceding the election and a resident of the ward that the individual is running in for at least six months preceding the election.
    The City of Newburg will have three openings for offices this year — a two-year term for mayor and two two-year terms for alderman, one in each of the wards. Filing runs from this Tuesday through Jan. 21.
    Candidates must be at least 23 years of age, a registered voter and citizen of the City of Newburg for one year and not be in arrears on taxes.
    In Doolittle, three seats on the Doolittle Board of Aldermen are expiring. Candidates can file for three two-year terms for alderman, one in each of the wards from 8 a.m. to 5 p.m. this Tuesday, Mondays, Wednesdays and Fridays from 9 a.m. to 4 p.m. from Dec. 18 to Jan. 20 and Tuesday, Jan. 21, from 9 a.m. to 5 p.m.
    Statements of candidacy should be made at Doolittle City Hall, 380 Eisenhower St., Doolittle.
    Page 2 of 4 - In Edgar Springs, candidates can run for one alderman seat from the North Ward and one alderman seat from the South Ward.
    Both positions are two-year terms. Filing can be done anytime between 8 a.m. and 4 p.m. Tuesday, Dec. 17, and normal business hours at city hall from 8 a.m. to noon Mondays through Fridays starting Wednesday, Dec. 18 through Jan. 21.
    School boards
    The Rolla Public Schools will accept declarations of candidacy from any person interested in running for a position on the school board at the superintendent's offices located in room 224 at 500A Forum Drive, Rolla, starting this Tuesday at 8 a.m.
    Filing will continue during the district's regular business hours, which are Monday through Friday from 8 a.m. to noon and from 1-4:30 p.m.
    Filing will not occur on days that the school district's offices are closed due to inclement weather. Filing will also not occur on the following holidays when the school district's offices are closed: Friday, Dec. 20, to Friday, Jan. 2, 2014. Filing will be available again starting Friday, Dec. 3, at 8 a.m. and will end Jan. 21 at 5 p.m.
    There are three board positions available with three-year terms each. All new board members are required to attend a 16-hour training session within the first year of taking office.
    The Newburg R-II School District will also accept declarations of candidacy from any person interested in running for a position on the school board at the school district's central office located at 701 Wolf Pride Drive, Newburg.
    Filing will begin Dec. 17 from 8 a.m. to 3:30 p.m., and will continue during the district's regular business hours, which are Monday through Friday from 8 a.m. to 3:30 p.m. The district's offices will be closed Dec. 23 through Jan. 6 for Christmas break will not accept candidates filing on those dates.
    Filing will resume Jan. 7 and end on Jan. 21, at 5 p.m.
    There are three positions available with three-year terms each.
    Candidates for three open seats on the Phelps County R-III School Board may file for office during regular school hours from starting at 8 a.m. Tuesday, Dec. 17. The seats are for three-year terms.
    Filing will end Jan. 21. The district will be closed for Christmas break from Dec. 23 to Jan. 5.
    Anyone wishing to file for one of these positions must file a declaration as a candidate in person with the secretary in the office of the district superintendent, located at 17790 State Route M, Edgar Springs.
    The St. James R-1 School District also will accept declarations of candidacy starting today from any person interested in running for a position on the school board at the district office, located at 122 E. Scioto Street, St. James, MO 65559 through Jan. 21. For more information, call 573-265-2300.
    Page 3 of 4 - Other boards
    The April election also will include a ballot to elect one trustee for a five-year term to the Phelps County Regional Medical Center board. Any qualified voter of Phelps County may file a declaration of candidacy beginning this Tuesday at 8 a.m. in the Phelps County Clerk's Office, 200 N. Main St., Suite 102, Rolla. Filing will end Jan. 21 at 5 p.m.
    Another board in Phelps County that is holding an election is the Phelps County Public Water Supply District No. 2. Candidates may file for one seat available on the board of directors from Subdistrict Four. This board member's term will be for three years.
    To be qualified to serve as a director, a person needs to be be a voter of the district, have resided in said district for one whole year immediately prior to the election, at least25 years old not be delinquent in the payment of taxes at the time of election.
    Declarations of candidacy may be filed at the headquarters of the Phelps County Public Water Supply District No. 2, 11371 County Road 3030, Rolla, beginning at 8 a.m. this Tuesday, and ending at 4 p.m. Tuesday, Jan. 28. The headquarters will be closed at noon Dec. 24, all day Dec, 25, at noon Dec. 31 and all day Jan. 1.
    Fire districts
    Interested candidates also may file to serve on the Rolla Rural Fire Protection District. Available seats are two directors to serve on the board for six-year terms and one director to the board for a four-year unexpired term.
    To be qualified to serve on the board, a person should be a voter of the district at least one year before the election and be over the age of 25 years.
    Declarations of candidacy need to be filed at the headquarters of Rolla Rural Fire Protection District at 1575 East Lions Club Drive in Rolla. A $10 filing fee and a statement that the candidate possesses the required qualifications are both needed.
    Filing will begin this Tuesday from 8 a.m. to 1 p.m. Filing also will take place during regular office hours Mondays through Fridays from Dec. 18 to Dec. 20 from 9-11 a.m. The office also will be open from 1-5 p.m. Jan. 21, the last day of filing. The office will be closed Dec. 24-26, Jan. 1 and Jan. 20.
    The Doolittle Rural Fire Protection District also will accept declarations of candidacy from any person interested in running for a position on the fire board. Available positions are two board members who will each serve six-year terms. People interested must be a resident of Doolittle Rural Fire Protection District.
    Interested candidates may file at the Doolittle Fire Department, 251 Bauman St. Doolittle. Filing will begin this Tuesday at 8 a.m from 8:00 A.M. Filing runs through Jan. 21 at 5 p.m.
    Page 4 of 4 - Candidates also can file to serve on the St James Fire Protection District. Positions available include two directors to the fire board who will each serve a six-year term.
    To be qualified to serve as a director, a person needs to be a voter of the district at least one year before the election and be over the age of 25 years.
    Declarations of candidacy should be filed at the headquarters of St. James Fire Protection District, 903 North Jefferson St. in St. James by paying a $10 filing fee and filing a statement under oath that the candidate possesses the required qualifications. Filing begins this Tuesday at 8 a.m. and filing ends Jan. 21 at 5 p.m.
