Bids from three different asphalt vendors were opened at Thursday morning’s Phelps County Commission meeting and taken under advisement by County Road Superintendent Walter Snelson.

The county sought bids for asphalt overlayment and patchwork. Rolla Asphalt LLC, of Rolla; Melrose Quarry and Asphalt Supply, LLC, of Rolla; and N.B. West Contracting, of Sullivan; all submitted bids.

The county’s special road and bridge fund includes $200,000 for asphalt patching and $203,082 for asphalt overlayment.

Rolla Asphalt appears to have the lowest bid for the asphalt overlayment portion, with a total bid of $185,136 compared to N.B. West ($198,810.56) and Melrose ($218,761.88).

For the asphalt patchwork, Rolla Asphalt submitted a unit price bid of $54 for asphalt product BP-1, a unit price of $66 for cold mix and a unit price of $134 for UPM at its Rolla and Jerome plants, depending on which is available. At its Cuba plant, the unit price for BP-1 is $53.50, the unit price for cold mix is $66 and the unit price for UPM is $139.

N.B. West, which has a plant in Bourbon, submitted a unit price of $49 for BP-1, $62 for cold mix and $110 for UPM.

Melrose, with a plant off Highway CC near Rolla, submitted a unit price of $61 for BP-1, but did not submit bids for the other two products.

None of the three companies submitted bids for asphalt work on Twitty Drive and County Road 3060 (Old St. James Road).

Action on awarding the bids could take place at the commission’s meeting Tuesday, May 7, which will be held at 7 p.m. in the multi-purpose room of the Phelps County Courthouse.

In other business

Also at Thursday’s meeting, representatives from Archer-Elgin Surveying and Engineering, Inc., in Rolla, spoke to the commission about what services they can offer to the county.The county received word from the State Tax Commission of Missouri noting that St. John’s Health System and Phelps County and its assessor have reached an agreed settlement by stipulation regarding a dispute assessment over property at the Rolla Mercy Clinic.Commissioners asked Snelson for a cost estimate of work, tp place rock on the approaches to the Beaver Creek bridge on County Road 5240 that county highway department employees performed in preparation to ask the contractor for a reimbursement. District Two Commissioner Gary Hicks also said he has a punch list of items he would like to see addressed.
