The Missouri Public Service Commission (PSC) will hold a public hearing Wednesday, May 29, at Rolla City Hall to receive customer comments on water and sewer rate cases by Gladlo Water and Sewer Company, Inc., through its court-appointed receiver, Heartland Utilities, LLC.
A PSC staff public information/question-and answer-session will start at 6 p.m. with the taking of sworn testimony to follow on the first floor of city hall located at 901 Elm St.

Gladlo Water and Sewer Company, Inc., through Heartland Utilities, LLC, serves approximately 65 water and 61 sewer customers in the Whispering Pines Subdivision near Rolla.
When the company filed cases with the PSC Nov. 2, 2012, it sought to increase annual water operating revenues by approximately $9,186 and annual sewer operating revenues by approximately $5,281.
Under the small rate case process, PSC staff audits the books and records of the company and after the audit, PSC staff presents its findings as well as its initial recommendation for resolution of the rate requests to the office of the public counsel and the company. The office of public counsel is a separate state agency which represents the general public in cases before the PSC.
Based upon discussions among the company, the office of the public counsel and PSC staff, the company and PSC staff have reached an agreement in the rate cases, but the office of the public counsel has not joined in the agreement.
Under the agreement, annual water operating revenues would increase by approximately $4,749 and annual sewer operating revenues would increase by approximately $9,690.
For a residential customer using approximately 6,000 gallons of water a month, the agreement would increase the monthly water bill from $27.06 to $34.32 and sewer bills would increase from $18.42 a month to $31.66 a month.
