Rezoning of Christian Campus Ministry Fellowship House, 112 E. 12th St., from C-1 (neighborhood business district) to CC (center city district) was approved Tuesday night by the Rolla Planning and Zoning Commission.
The commission approved the rezoning for recommendation to the Rolla City Council, which will make the final decision.
At the public hearing, Dale Wands, a property developer who owns nearby property, spoke in favor of the rezoning. No one spoke against it.
Community Development Director John Petersen said he had received only one telephone call about the rezoning request, and that call was merely a request for additional information, not a call either against or for the rezoning.
Petersen, who recommended the rezoning, noted the Christian Campus House functions like a dormitory without kitchen facilities. The “footprint” of the building is 6,736 square feet. The total lot area is 19,980 square feet.
“The applicant is requesting a change in zoning to CC to permit the improvement and expansion of the fellowship house facility,” Petersen reported.
The plan is to demolish five attached brick dormitory rooms behind the main structure and replace them with modern dormitory rooms. The property lies between Oak and Elm streets. The lot is .46 acres.
Currently 41 residents live in 13 bedrooms. In the proposed design, there will be 64 persons up from the current 41.
“Under the new construction proposal, the total lot coverage would be 8,978 square feet or 45 percent (of the lot), five percent above the maximum lot coverage allowed,” Petersen said.
But the CC zoning district does not have coverage restrictions “which makes this rezoning strategy desirable,” he said. “CC zoning is intended to provide maximum flexibility in terms of lot area/coverage requirements.
The new construction will result in three more parking spaces added to the current 24 on-spite spaces.
Dormitories and fraternities/sororities are required to have two on-site parking spaces for every three occupants. That would be 42 spaces total. There will also be a 23-space parking lot nearby, dedicated to occupant use.
Voting to recommend the rezoning to the council were: Russell Schmidt, Monte Shields, Don Brown, Robert Anderson and Dennis Bennett. Absent were Greg Sawyer, Janece Martin and Jack Morris.

Petersen reported the council approved on March 4 the Bruss’s First Addition, a minor subdivision, part of Block 11 and 49, of Bishop’s 4th Addition, to allow the construction of a CVS Pharmacy near the corner of Bishop Avenue and Kingshighway.

Petersen also noted that he has completed a draft ordinance pertaining to the establishment of family entertainment and recreation complexes. He said he will give the draft to Administrator John Butz and it will then come to the planning and zoning commission for consideration.
“I’ve got all sorts of good things, but I can’t talk abut them right now,” Petersen said.
