  • Improvements to the Route V intersections at Interstate 44 and at Hy Point Boulevard in Rolla near the Hy Point Industrial Park could start as early as mid-May.
    New turn lanes, wider ramps and updated traffic signals are among the improvements planned.
    The estimated $582,155 project is being funded by a cost-share agreement between the City of Rolla and the Missouri Highways and Transportation Commission. Rolla City Council members approved the agreement in December.
    Rolla City Administrator John Butz told The Rolla Daily News Jan. 16 that Rolla initially received a $150,000 grant through the Delta Regional Authority (DRA) to construct a roundabout at Route V and Hy Point Boulevard, but progress was never made on that project.
    Rather than lose the grant funds, Butz said the Missouri Department of Transportation (MoDOT) suggested a cost-share project and that the city redirect its DRA grant to use toward improvements at the intersection of Route V and Hy Point Boulevard and the interchange of Route V and I-44.
    Butz said the actual amount of the DRA grant was reduced to $130,000, which will be put toward this new project.
    Additionally, $220,000 from the city’s STP federal entitlement grant funds, which are state funds reserved for cities to be used on city portions of state routes, will be used to fund the project.
    MoDOT, which will design, engineer and obtain right-of-way, will fund the remaining balance.
    According to design plans, the work will include widening both eastbound and westbound entrance ramps from I-44 to Route V at exit 189 so that there will be dedicated left-turn and right-turn lanes on each ramp.
    The overpass will be restriped so that a center turn lane will be added for traffic traveling from Route V toward the westbound and eastbound exit ramps.
    The interchange also will receive updated signals with steel pole arms and a new controller at the ramp terminals. The plans also show a southbound right turn lane from Route V to westbound I-44.
    Additionally, the plans call for widening Route V just north of Love’s Travel Stop for a dedicated northbound right-turn lane at Hy Point Boulevard.
    Gidget Mott, transportation project manager with MoDOT, told The Rolla Daily News Jan. 17 that MoDOT has designed the project and submitted it to the department’s Central District office, which will handle the bid letting.
    Mott said bids will be sought beginning around Feb. 14 and a construction contract could be awarded around March 22.
    A notice for the contractor chosen to proceed with work would be around May 6.
