  • Council OK’s contract for work on runway

  • The Rolla City Council Monday night authorized a contract with Vance Brothers Inc. to repair the pavement on Runway 4/22 and the general aviation apron at the Rolla National Airport.

  • The Rolla City Council Monday night authorized a contract with Vance Brothers Inc. to repair the pavement on Runway 4/22 and the general aviation apron at the Rolla National Airport.
    Vance Brothers, Kansas City, submitted the low bid for the work, $389,510, and the council accepted that bid at the Nov. 5 meeting. No contract was signed until the Missouri Department of Transportation approved the project for funding.
    "MoDOT concurs and we now submit the contract for City Council approval," said Public Works Director Steve Hargis in his agenda commentary. "This proposed work is to crack-seal and seal-coat Runway 4/22 and to crack-seal and micro-surface the general aviation apron."
    Hargis said MoDOT will finance 95 percent of the work through the state block grant.
    In other business or discussion at the council meeting:
    • The council accepted a $95,462 bid from Fabick and Co., Jefferson City, for a new backhoe for the street department. Hargis said a Caterpillar 430E HT backhoe loader will be purchased from Fabick through the state's Cooperative Bid Program.
    This backhoe will replace a 2001 Case 580 that has a value of $25,000. That will be transferred to the wastewater division and $25,000 will be transferred from the wastewater account to the street account to help pay for the 430E.
    • The council accepted a bid from ERB Equipment, Cuba, for a John Deere track loader to replace a 2002 Caterpillar 939. Hargis said the new equipment will cost $153,316, less $25,000 from the trade-in of the 939 Caterpillar, leaving $128,316 to be financed.
    • The council also approved the purchase of a street sweeper from Armor Equipment, Arnold, through the state's Cooperative Bid Program. A 2012 International 4300, used as a demonstrator model, will be purchased for $181,743, less $40,000 trade-in on the 2005 TYMCO 600 sweeper that is being replaced, leaving $141,743 to be financed.
    • The council approved purchase of a 2013 3/4-ton 4-whee drive crew cab pickup truck for the Parks and Recreation Department. Scott Caron, department director, said this will replace a 2000 one-tone crew cab that had been scheduled for replacement in 2010. It will be sold as surplus.
    Purchase of the pickup truck will be from Denny Fort, Rolla, for $26,078.37, even though it is not the low bid. That low bid came from Joe Machens Ford in Columbia on the Cooperative Bid Program. Machens's base bid was $25,045 while Denny's was $25,194.37.
    "When the bid packet was developed, power windows and doors were not included," Caron noted. "The state bid is an additional $884 for this item, and Denny Fort has quoted this price as well."
    • The council accepted a bid from Municipal Leasing Consultants to finance the purchase of the new fire truck authorized in November by the council. The purchase price was $455,274.
    Finance Director Steffanie D. Rogers said financing bids were received on Dec. 21.
    Municipal Leasing Consultants bid 1.97 percent interest with an annual payment of $49,626.90 for 10 years.
    Page 2 of 2 - Rogers said, "Although we do not have a formal policy for financing bid awards, we do have an investment policy that helps determine local preference. The policy states that if a financial institution outside of Phelps County submits a quote that is greater than the 1/5 of 1 percent (.20), the outside financial institution shall be awarded the bid. The bid received by Municipal Leasing Consultants does fall within the local preference guidelines of awarding a bid outside of Phelps County."
    The next lowest bid to Municipal Leasing Consultants' 1.97 was 2.41 percent.
