  • County receives almost $837K in CART funds in 2012

  • Phelps County received nearly $837,000 in County Aid Road Trust (CART) fund distributions in 2012, which is more than $17,000 over what county officials projected in the budget for this past year.
    According to a financial report showing CART fund distributions that County Treasurer Carol Green presented to county commissioners Thursday morning, CART funds deposited to the county totaled about $836,984 this past year.
    The budgeted amount was $819,733, a difference of about $17,251.
    The county’s budget had projected $630,926 in gas tax revenue, compared to the actual amount received — $620,305.33.
    The county’s budget also projected a combined total of about $188,807 for the motor vehicle sales tax and motor vehicle fees, but the actual amount brought in was $216,679.
    The county receives distributions from three tax funds that make up the CART deposit administrated by the state — gas, motor vehicle sales and motor vehicle fees.
    Gas tax receipts to Phelps County totaled $620,305.33 in 2012, slightly down from $620,980.59 received in 2011 — a negative difference of about 0.11 percent.
    Revenue from the motor vehicle sales tax received by Phelps County in 2012 was $129,062.78, a 12.13 percent increase over the total in 2011, which was $115,104.70.
    Receipts from motor vehicle fees deposited to the county in 2012 was up by 3.54 percent compared to last year. In 2012, these receipts totaled $87,615.84 compared to $84,623.79 in 2011.
    Last year, CART funds deposited to the county totaled about $820,709.08.
    Gas tax revenue deposited to the county in December was $54,089.59, a 3.81 percent increase over the amount deposited in December 2011, which was $52,103.33.
    Motor vehicle sales tax revenue received by the county in December was $9,667.77, a 10.21 precent increase over the December 2011 deposit, which was $8,772.22.
    Revenue from motor vehicle fees deposited to the county in December totaled $5,974.43 compared to the December 2011 deposit of $7,520.02, a negative difference of 20.55 percent.
    The Missouri Department of Transportation (MoDOT) is projecting no growth in the rate for the fiscal year 2013 CART revenues, so based on Phelps County’s fiscal year 2013 rate of .0078, the county is expected to receive an estimated total CART deposit of $808,080.
    CART funds are apportioned to counties on the basis of two factors:
    • One-half of the funds are credited to the county based on the ratio that its road mileage bears to the total county road mileage in the unincorporated areas of the state, and
    • One-half is credited to the county based on the ratio that its rural land valuation bears to the rural land valuation of the entire state.
